The NIC report on terrorism in Iraq

The National Intelligence Council's "2020 Project" report, available in full here, is sparking the debate on whether the Iraq war "created" some breeding ground for terrorists that supposedly didn't exist before the war. Stephen Hayes of The Weekly Standard has been the premier investigative journalist on this subject and has provided more than enough evidence and analysis to conclude that Saddam turned Iraq into a safe haven for terrorists years before we attacked. I don't understand why anybody thinks there is an objective debate anymore: Saddam Hussein had numerous contact, ties, and links to numerous terrorist groups, including al Qaeda.
